If I have a moving background I usually have to draw it on a larger canvas size (this is shrunk down to half size so it would fit on the news page :P):
So then when I set it spinning, I won't run out of stars at the corners:
Spinning 1 degree every tenth of a second turned out to be a little jerky, so I smoothed it out by layering transparent versions of the previous two rotation frames in there for a bit of an after-image or motion blur effect.
