Beginning of Konami's "International Superstar Soccer" series, from which Winning Eleven would sort of sprout and then run parallel for some time. This game was "International Superstar Soccer" in the States--that cartridge is $$$ on eBay. ; )
 
Developed by Konami Computer Entertainment Osaka (KCEO)--different staff than Winning Elevens would be. First game at least shares much of the same set-up and gameplay that series would have.
 
Series went on to N64, one outing each on Saturn and PS1, and more on PS2--but not PS2 in the States. I looked at International Superstar Soccer 64 for N64: I think you actually pass and tackle by swinging one (or more?) of the sticks! Low, skinny poly. Saturn version (J.League Jikkyou Honoo no Striker) is Japanese club teams only, with kind of arcadey-feeling dribbling--very eight-direction--but oddly slow-paced in its kicking, keeper gathering, etc.

Surprisingly, the "Deluxe" follow-up goes diagonal isometric: I mean movement is still largely horizontal but the vertical field lines are now quite diagonal. Strange.

ISS series not to be confused with titles called "International Superstar Soccer Pro" in US/EU, those were actually Winning Eleven (Japan) games, by SEABASS' Tokyo (KCET) studio.

Can possibly be traced back to Konami Hyper Soccer (NES--EU/AU only!). More on origins, and competition(?) with Tokyo studio's Winning Eleven series, under Goal Storm (entry 2094).

According to the manual https://www.videogamemanual.com/snes/International%20Superstar%20Soccer%20Deluxe%20(USA).pdf , you can feint with the dash button (Square 'p' (Y)); and hitting a Pass button (X or O 'p') after Y does a "Heel Lift," whatever that is.
 
And Holding R when passing does a Through Pass.

The FAQ, in Italian https://gamefaqs.gamespot.com/snes/588390-international-superstar-soccer/reviews/47932 and then through Google Translate , says the shot button always shoots at the goal, so d-pad direction when shooting chooses where around the goal to aim--and you press a back direction to shoot high!!

Reviews https://gamefaqs.gamespot.com/snes/588390-international-superstar-soccer/reviews/66997 and https://gamefaqs.gamespot.com/snes/588390-international-superstar-soccer/reviews/7081 allude to having to draw out the goalie in order to get the ball past them and actually score a goal--which does indeed look to be the case, even on Easy: the goalies pretty much stop everything if they're anywhere roughly between the attacker and the goal.

Sega had a "J. League Pro Striker" licensed series of soccer games on Mega Drive, suspiciously the last one, "J. League Pro Striker Final Stage," out in August '95 (ISS had come out in late '94), switched from vertical to horizontal format and plays an awful lot like a turbo ISS, although there are only two real gameplay buttons, no difficulty setting, and the CPU is way faster than you on defense; good graphics and sound and responsive control but not enough nuance to get the ball where you want it to go perhaps, and probably too fast to see where you're going--seems super-hard (and no stats on the teams to suggest a best vs worst combination to try~~).

ISS manual https://www.videogamemanual.com/snes/International%20Superstar%20Soccer%20(USA).pdf says there's after-touch (steering ball after kicking it) and okay yeah a heel KICK (quickly reverse direction and press Pass button (Winning Eleven 6 has this too!)) and heel LIFT (release dpad, press shoot or pass to "lift the ball in front of you" (?)); also bicycle kicks, one-two passes with intricate pad & button work).
 
Deluxe seems way more popular in terms of number of YouTube videos, and it has more teams and modes, but I got this one because it's the first, and heck also the reviews on GameFAQs seemed to say the first one is at least as fun maybe more--although of course that's standard source bias but whatever. ; D
